In the face of danger, Luffy never backs down or hides despite the incredible power and strength of his enemies. While Luffy has been for the most part successful thus far, there are still enemies that Luffy cannot face and others that are in his past that he never had a chance to meet.
10. Donquixote Doflamingo
From the moment Doflamingo was introduced to One Piece, viewers knew it was going to be powerful and they were right. From being able to manipulate Bellamy the hyena, laughing like a maniac during the Paramount War, and now enslaving the majority of Dressrosa, Doflamingo has accumulated an incredible amount of notches in his evil belt.
While viewers have only seen small fragments of Doffy’s power, it wasn’t until the Strawhats arrived on Dressrosa that they experienced his power to the fullest. Doflamingo has the power to create ropes from the clouds which he uses to hurt or control people. He has brought down the line of royalty, forcing the former king to commit acts of treason, and currently, the entire kingdom is held hostage in his cage.
In addition to his physical powers, Doflamingo has a lot of political power with the World Government and the black market where artificial Devil Fruits are produced for one of the four emperors, Kaido.
9. Kizaru (Borsalino)
Kizaru and Doflamingo share one thing, and that is the ability to have the most annoying smile on their faces no matter what they are doing. Kizaru’s powers allow him to move at the speed of light and at the same time, light shoots from his fingers and this makes him one of the most difficult enemies to fight.
When first introduced to Saobody, he jumps on a cannonball and rides in it just because he can! No one has laid a finger on him even in fights, and he was not harmed during the Paramount War. While readers haven’t seen much of him at the moment, I’m sure Oda-sensei has big plans for him in the future.
8. Edward Newgate (Whitebeard)
An ally of the Strawhats and a father to many, Whitebeard is truly a legend. When he appeared to save Ace at Marineford, he showed no fear in using his powers when attacked by Akainu who later became the head of the Navy.
He was stabbed in the back both figuratively and literally and then attacked head-on with full force by the Navy and Marshall D. Teach’s crew and still managed to keep his cool and even confronted Akainu after Ace’s death. At the war’s final conclusion, Whitebeard splits Marineford before succumbing to her injuries.
If Whitebeard had been younger, not only would he have survived the war, he most likely would have killed them all.
7. Marshall D. Teach (Blackbeard)
A traitor to Whitebeard and a manipulator of the government, Teach worked his way up to the ranks of the 7 Warlords of the Sea to achieve his personal goals. Once considered a member of Whitebeard’s crew, he defected after killing a division leader by the Dark Dark fruit.
Soon after, the enraged Ace waited to get revenge for his partner and sought out Teach to fight. Teach totally beat up Ace thanks to his newfound power with the Dark Dark fruit and handed him over to the World Government to execute in exchange for a position among the 7 Warlords. At Marineford, Teach once again became a traitor, attacking both the Navy and Whitebeard alike.
He managed to take down Whitebeard and somehow steal his powers with the Dark Dark fruit. Teach now possesses the powers of two fruits and has risen through the ranks of the four emperors.
6. Akainu (Sakazuki)
Formerly one of the three Navy Admirals, Akainu is now the Navy Fleet Commander and ended the war at Marineford. As a staunch supporter of justice, he will do anything to achieve his goals. During the war, Akainu convinced one of the Whitebeard pirates to rebel against his captain and stab him while at the same time destroying Moby Dick with his flame power.
When his plans began to fall apart, he began to provoke Ace by talking about Whitebeard and clouding his judgment. Ace turns to defend the honor of his dead captain and, in doing so, seals his fate. Akainu went to kill Luffy and Ace immediately blocks the blow with his body, dying in the process and leaving Luffy seriously injured. After the war is over, Aokiji fights Akainu to take the post of Admiral.
Using Punk Hazard as a battlefield, Akainu defeated Aokiji in battle and in the process changed the island’s climate completely.
5. Aokiji (Kuzan)
Aokiji is the first Admiral of the Navy the Strawhats encountered and is arguably one of the most interesting characters in the series. In the past, he saved Robin from the horrible fate of Buster Call in O’hara, forming an ice path across the ocean, displaying his capacity for empathy and compassion, unlike his rival Akainu.
During the Battle of Marineford, he used his powers to freeze the entire ocean at Marineford preventing Moby Dick and Whitebeard’s fleet from retreating. Doflamingo is not stupid and is currently beating Law and Luffy in Dressrosa as far as the sun doesn’t shine, but even he is worried about the consequences if Kaido doesn’t get his Devil Fruits. They don’t call him “Kaido of the beasts” for nothing.
2. Dracule Mihawk (Hawk Eyes)
Known as “The best swordsman in the world” and one of the 7 Warlords, fans meet Mihawk early in the series when Zoro challenges him to a duel. Mihawk easily defeats Zoro but was amused by his dedication. Let Zoro live another day. Mihawk has a calm character, but can also be quite curious and arrogant.
He attacked Whitebeard during the Battle of Marineford only to see the difference in power between them, not caring if Whitebeard attacked back. While it is currently unknown what powers Dragon has, fans speculate that it may have a weather-controlling power due to the number of storms that have appeared during critical events in Luffy’s adventures.
Assuming that Garp trained Dragon with the same methods that he used with Ace and Luffy, Dragon must surely be powerful enough to face even the Admiral himself.
